Soon. For a NoVa student who does not get in UVA/VT/W&M, what is better: UMD or UPitt or Penn State?

By Feb 1, just like it says on the website. Often comes out in late January. Hang in there.

Which do they like better, and/or which is the least $$?

Both. But I imagine tuition for out of state is similar for all three?

UMD - closer to home and closer to a large metro area. If you are looking for STEM degrees, UMD is probably the best option around for all of DMV ( better than UVA).

Depends on the money, intended major, and desired campus environment. UPiitt is more of a city/urban environment, Penn has a higher percentage of Greek life and is more rural/college town, and College Park is in the middle in terms of urban vs more rural and in % of students participating in fraternities and sororities. They each have stand out majors and some of this might depend if your kid gets admitted to the school (I.e. Nursing) or program directly at one place versus the other.

Post sounds like UMD acceptance is guaranteed. Neighbor kid in NOVA accepted Spring semester (freshman connection) at UMD is now attending WM.

How do they tend to handle OOS EA applicants? Do they defer most (like Michigan) or do they review and admit/deny OOS students similarly to in-state students?

In case it matters: DC is high stats (1550+ 4.0uw with 12 APs) and not engineering, business, premed or CS. Very interested in some of the honors programs.

For the EA applications by 1/31 you will get one of three decisions deny, accepted for Fall or accepted for Spring. If they defer or waitlist, it’s rare. If there is no decision at all, it usually means some issue with the application that they think it’s incomplete or they have something as being late so it moved to RD.
