Not really a tutoring service, but you could try conversationexchange.com for your kid to find a language exchange partner. A couple hours a week (for free!) of just speaking in Spanish with a native speaker would make a huge difference.
Also, it wouldn’t hurt to go to some of the Hispanic grocery stores and just practice speaking with the workers there to ask where items are and pay at the cash register. That’s how I first got started with my second language (granted in-country where it was the official language, but it just got me talking).
