I remember years ago a friend at UConn Law said that people would hide or even steal resources at the library so others couldn't have them.

There are cut throat people everywhere.

Anyone who has ever worked in a lab has multiple stories like this.
We had a guy who falsified time stamps on videos of cells dividing. Many, many students who kept lab notebooks in (language) on purpose so experiments could not be replicated. This was more the rule than the exception.

Article was taken down, which further dampens your credibility.

I worked in a biology research lab in grad school and no one falsified anything. All notebooks were in English, even though students were often from China or India.

So let's not be racist, hmm?

Cut throat culture has become so commonplace at Johns Hopkins they coined the term ‘throats to describe such people.

In the 70s at MIT the intro biochemistry course used model kits to build cis and trans versions of molecules. It was nearly impossible to do coursework without one.
I went to Coop to buy one. Out of stock! They said they had ordered enough. Turns out the aspiring med school attendees bought multiple kits so not everyone could get one. Courses were graded on the curve.
AFAIK these were mostly Caucasian US born people, at least all the women were.

When the moral compass is lost and selfishness outweighs collaboration, the same problems surface everywhere—K–12, higher education, the workplace. Everyone ends up operating in survival mode.
