Question about regions

if you live in x and go to school in y (commute, boarding school, whatever). is your regional officer the one that is assigned to your home address or high school address?

International. As it should be - you want them to assess you and know your school abroad. Kid won’t be considered an international student though.

I don't think that's always the case--I interviewed an American HS student studying overseas for the entirety of her HS career, and she was assigned to the state she had lived in before HS abroad.
