SEC USAJOBs postings - likely internal hires for these?

Saw some USAJobs postings prior to the shutdown. Given hiring pause, and the fact that these positions are allowed to be posted, does that suggest they are just posting publicly but likely already have someone internal for these roles?

There have been some external postings for specialized positions.

Depends which ones. The me division posted two staff positions and definitely looking to hire externally.

I meant the external Open to All ones. Could not tell if these were still likely someone they already had in mind but had to post publicly?

pretty sure that they have to get administration approval for any external posting, so the public postings are because they don't want anyone internal/don't think anyone internal will pass the purity tests.

If they are getting approval, is that somewhat of a red flag (aka maybe everyone in that office took fork/left early/insane amount of work?)

No, it’s just a function they didn’t have people in the building with the needed skill set, e.g., IP lawyer.

Not always true. Some offices people fled.
