World Bank health insurance

Which of the World Bank health plans is best for a new staff member (married either 2 kids) with no major health issues? Is there an obvious answer?

Would never go with an HMO - you want the best doctors if you have cancer or anything serious, not only the ones who are "in-network." Healthy right now does not mean always healthy. Everyone with cancer was healthy until they got their diagnosis

I have the C plan. It’s not a HMO. It’s a managed choice PPO. If you get a referral from your primary care doctor you can see almost anyone. If you go to the ER, you pay $50 and then it covers everything including hospital admission. Also covers 100% of maternity care if that’s relevant. You can go directly to specialists with the A plan, but to me it looks like you pay more if something goes wrong with your health.
