EZ-Pass Flex non-use fee

Does EZ-Pass Flex still have a non-use fee? I can't find anything on an official Virgina website, only here and similar: https://tollguru.com/e-zpass-flex-tag#:~:text=Virginia%20charges%20a%20$10%20fee,with%20passengers%20on%20Express%20Lanes.

Does anyone know? I used to plan around this when I wasn't using the HOT lanes much, which is the case again now.

What does this mean - you go and find 2 people to drive so you can use HOV mode? I don't understand what you want to do.

I remember there being a one-time fee if you didn't use HOV mode for a certain length of time, not a recurring fee. User agreement doesn't mention either of those. I guess you could call and ask.

I only use it for trips if I have enough kids with me and only sometimes because it only saves like one minute on 66 at the times I go. I've been taking a lot of trips the past few years but don't have as many planned going forward.

And thank you, I hadn't realized it was a one-time fee or though to check the user agreement. Was trying to find it in FAQs.

When I got mine it said if you don't use the HOV mode they'll make you swap it in for a regular ezpass. I'm not exactly sure how they would enforce this.
