| For William and Mary, it's for the RD round. About 25% of acceptances get them, but not getting one doesn't mean you won't get accepted. |
| RD only. They are sent to woo very top students. ED students do not need to be wooed. |
For athletes, they're very much an ED thing. Provides peace of mind given the pressure (i.e., requirement) to ED in order to get coach support. Getting this assurance (via the likely letter) means the applicant has to apply earlier than the ED deadline though. |

This is my understanding also. Likely letters come before/at ED. It's an informal commitment from the Ivies and the applicant must apply during ED period. They want to confirm their anticipated yield (incl athletes) before moving onto RD applicants. |
