If they are actually wearing it in training, not just to/from training, then get a proper training jacket (half zip). No hood, no pockets, no long zipper but still easy to take off, proper technical fabric made for the application. Combine with underlayments for real cold. You can get a shell for really wet sessions, but the training jackets usually keep you relatively dry if you are moving unless it is really heavy rain. Adidas makes nice ones, especially if you can find the warm/winterized ones with the fleece inside and the built in snood - super thin but ridiculously warm.
Should not be wearing hoodie for actual training - they will just soak in sweat/rain. Fullzips with pockets also aren’t great for training - don't move well and pockets are a distraction and can be dangerous.
