What is Koa (Waves) baseball like for high school?

Is this a good team? Is it a travel team? If so, what's the travel schedule like? Are there any DMV high school baseball teams that are better than rec but less than an insanely intense travel team?

Koa has house teams (BABL) and a travel division (Waves). Some HS Waves teams are better than others, there are a couple of years 29s and 27s, I think, with an A and B team. The aim to be competitive, but more focused on helping guys be impact players in HS vs college recruitment. They opened a much bigger indoor space in Rockville this fall so they will have better/more workouts this winter and I believe HS players will have access to come use the cages as well. Teams play a mix of local DHs and tournaments with a couple tournaments that require an overnight. Tryouts for winter/summer are in mid October.

DMV Prospects and Dig In tend to be more competitive. Elite is a mixed bag, same for MD Nationals.

Most HS age travel teams don’t have a Spring season so kids can play on their HS team.

Not sure exactly what you are asking. That your kid can’t make their HS team, so they play on this team? I guess there is Babe Ruth rec baseball, but not sure if that goes all through HS.

I certainly wouldn’t pay for travel if my kid couldn’t make the HS team. Just play rec and have your kid play another sport like Ultimate.

Depends on how you define insanely intense. Waves seems like it would fit the profile you are looking for. Dig In and Ole Liners have some regional teams that are less competitive. Avoid DMV Prospects. Their teams are terrible and insanely intense at the same time - poor organization and coaching.
