HELP! Conflicting information about whether Foreign Service Officers (FSOs) are covered by SCRA (Virginia specifically)

I'm a landlord in Virginia. I've seen conflicting information about whether Foreign Service Officers (FSOs) are covered by SCRA:

On one hand, I see on the State Department website (https://2009-2017.state.gov/m/fsi/tc/81680.htm) that SCRA does NOT cover Foreign Service; instead there could be an optional Foreign Service Clause in the lease but the landlord is not obligated to include it. On Virginia state website (https://law.lis.virginia.gov/vacode/title55.1/chapter12/section55.1-1235/) it also does NOT include FSOs or State Department employees.

However my rental agent showed me the template of the NVAR lease agreement that says SCRA covers State Department employees. I've searched on NVAR website and have seen conflicting lease templates. Some (https://www.nvar.com/docs/default-source/default-document-library/k1354---lease-vrlta.pdf?sfvrsn=262b6e0c_0, item 32.A) says SCRA covers State Department employees and some (https://www.nvar.com/docs/default-source/pdfs/lease-vrlta---k1354ed.pdf?sfvrsn=1677a00d_2, item 28.A) does NOT show State Department employees are covered by SCRA.

Can someone help me to clarify this? I appreciate your help very much!

State department is not explicitly covered under SCRA. NVAR references Virginia law, maybe there's a separate provision for the diplomatic corps that receives transfer orders?
