How does severance pay work if RIFed during shutdown?

severance is not a lump sum, it's paid out for as many pay periods as someone is eligible for.

presumably no severance will pay out during a funding shutdown

You will not get paid.

Most likely the govt will reopen before your 30-60 day RIF notice period expires so your pay for that period will be deferred and then your severance will be paid upon the later of the govt reopening or your RIF notice period ending.

It would presumably work the same as non-RIF pay.
