who makes the final boundary decisions? School board?

The super makes a recommendation, and then the school board takes a vote on it. If it passes, it's final. The board can also make modifications or suggest their own plan, but that rarely happens.

Will MCPS provide several options amongst all for the board to vote one? If MCPS will end up recommending only one, then BOE will 100% vote yes.

Because the board rubberstamps whatever the superintendent tells them to do.

The superintendent sends his recommendation early next year, and next year (I think in one of the March meetings), the school Board votes on it. There are public hearings in between.

The Superintendent makes one recommendation.

Next month there will be a new round of options released. The super could pick one of those, or make a modification of any of them to recommend to the board.

The consultants will give several options in early October. The community will give feedback. The consultants will summarize that feedback. Then the superintendent makes one recommendation to the Board, there is another round of community feedback on that proposal specifically, and then the Board makes the final decision.
