They complain others cut them off and get the meeting off track.

Why don't you give them an assigned speaking role? Or ask them a specific question. Or coach them on how to redirect the interrupters.

Who are you to the employee? Have you tried just pounding the table with your fist and screaming "Speak up!"?

Perhaps they are deferring to you? Have a pre-meeting and discuss your approach to the upcoming meeting…

Ask them what they think and it someone cuts them off cut that person off and let the person speak.
