How does AAP work?

I understand that you get evaluated in 2nd grade to begin AAP in 3rd grade? If you join FCPS in later grades (4th or 5th etc) how does the admission process work? If you don’t get in the first time, can you reapply the following year? What test do they give to students at the beginning of the year to apply to AAP? Is it all based on a test or something else parents can also submit? Thanks!!

Yes.

You can apply as soon as you are in the district. https://www.fcps.edu/registration/advanced-academics-identification-and-placement/students-new-fcps

Yes. You can apply every year if you're so inclined.

What test do they give to students at the beginning of the year to apply to AAP?


They've changed it several times. If you are applying from out of district/private school, you can submit any testing data. Common ones are COGAT or WISC. The NNAT used to be given in 1st grade, I don't know if it still is.
