It apparently was early this morning at a hookah bar in Crown Heights, Brooklyn. In addition to the three dead men, seven more were injured.

The National Guard are not trained for law enforcement, nor are they legally permitted to perform it, and in DC they're mostly hanging out in areas with low crime rates to look intimidating.

Also, the NYPD has 3x as many officers as the NY National Guard has soldiers, and they are in fact trained + legally permitted to perform law enforcement activities, so maybe, y'know, some of them could take some time off from the Candy-Crush-playing overtime assignments that their superiors gave them as payback for looking the other way on things and help out here?
