| They have already hired in a couple of areas. I would think we are a few months out from hiring but they will do so then. I also think there will be another round of voluntary retirements but this round will be focused on certain divisions. |

Not sure about the contractor part. I've never seen a contractor who was an attorney, which is the majority of the agency. For support and tech roles, sure.They've also cut or switched out a lot of contractors and OIT is a freaking mess as a result. |
There are some contract attorneys. For example, some of the people that triage TCRs are contractor attorneys. |

Its about 0 work. They get a check box yes or no and they have a generic copy/paste sentence about the job being done via TW and that is the extent of their input, HR handles the entire thing. |
