| I am absolutely desperate to end the misery caused by 3-4 hour daily commutes, horrible unhealthy office environment and would do just about anything. One solution would be to transfer to an office closer to my home but I’m told this is not currently possible. Another solution is a detail or joint duty assignment. I just found one that I’m very well qualified for and the office is much closer to my house. But my management won’t let us apply for any details because in their words, they are trying to protect our positions. Is this legal? Do I have any recourse? |

It’s entirely legal for federal mgmt not to allow their employees to go on detail. You could tell them that you want this detail so badly you’re ok if your job is eliminated while you’re gone—but my guess is that they care more about losing the billet than they do about what’s best for you.
I think you’re just out of luck on this one. |
| No, you have no recourse. Even if you are at an agency that requires a JDA to be promoted to senior, they do not have to approve a detail. If you could do a swap that might help as the billet would stay filled. But, agencies are so hard hit right now most aren’t allowing details. |
