Has he done as many practice problems as possible? The more he does, the faster he'll be. Is he having trouble finishing both verbal and math? Are there particular problems that are bogging him down?

She just needs to take tons and tons of practice tests and get better at making a decision and moving on, not lingering and wondering if it was wrong.

All sections? Or just some? There are lots of tips and tricks, especially not letting yourself get bogged down (flag the question and move on; come back to it later if time). If it’s math, have her watch videos or even take a worship on using Desmos, which can be a game changer.

There are many youtube videos for grammar. Have her watch and take notes. Then create a spreadsheet with mistakes and classify the mistakes - work on those topics. She should be able to recognize a question theme as soon as she sees it. Use official questions by topic and sort by medium and master those first next move to hard. For instance there are around 600 official math practice questions. I am sure there are a similar number for english.
