I've seen this movie before. Eventually something will break somewhere, there will be public outrage, and they will be forced to hire more bodies.

No additional contractors to replace federal roles that are vacant and not allowed to be filled.

It says that veterans healthcare must not be affected and also that OPM can make exceptions, however that is interpreted.
