Bag for black tie event

I’m going to a black tie wedding next month. I’m wearing a long black dress and am looking for a bag that might add some pop. It needs to be able to hold my phone and a few other things so I don’t want anything super tiny. Prefer to spend less than $200 but will go higher for something special. Any ideas?
