Best practices on volunteer hours for summer swim

Forgive me if this has been asked, but I think we as a large summer swim team with uneven parent volunteering are heading towards mandatory hours and/or a fee/donation buy out. Some questions:

1) Do you assign/require volunteer hours by swimmer or family?
2) If families have 2-4+ swimmers do you graduate their requirements? (ie, 1st swimmer 8 hours, 2 6, etc etc)
3) Do you give bonus hours to positions that require league training? What about ones like clerk of course that are not trained but require some on the job training?
4) If you have a buy out fee , what is it and how many hours does it get you? If you have a buy out do you still have enough volunteers?
5) Do B meets get the same credit?

Also, any lessons learned, please share them here.

I don't know how any big team runs without mandatory hours.

We have to do 5 jobs per season.
No buyouts.

B meets are longer, hotter and more hassle. Why would they get less credit than an A meet?

No requirement but if you have multiple kids you should volunteer more, not less.

I don't think A meets should count towards volunteer quotas.
