Claiming parent who lives with me on taxes

Can I claim my elderly dad, who recently moved in with me, on my taxes this year? He hasn't filed his own taxes in years. Would the IRS come after me for his owed taxes? He gets less than a $1000 a month from social security and doesn't have any assets.

You have to show you are providing full financial support. He needs to file yearly taxes.
