Admission into the United States to attend, conduct research, or teach at our Nation’s institutions of higher education is a privilege granted by our Government, not a guarantee. That privilege is necessarily tied to the host institution’s compliance and commitment to following Federal law. Harvard University has failed in this respect, among many others.

Section 1. Suspension of Entry. The entry of any alien into the United States as a nonimmigrant to pursue a course of study at Harvard University under section 101(a)(15)(F) or section 101(a)(15)(M) of the INA, 8 U.S.C. 1101(a)(15)(F) or 1101(a)(15)(M), or to participate in an exchange visitor program hosted by Harvard University under section 101(a)(15)(J) of the INA, 8 U.S.C. 1101(a)(15)(J), is suspended and limited, subject to section 2 of this proclamation.

Sec. 2. Scope and Implementation of Suspension and Limitation on Entry. (a) The suspension and limitation on entry pursuant to section 1 of this proclamation shall apply to aliens who enter or attempt to enter the United States to begin attending Harvard University through the SEVP after the date of this proclamation.

"Citizens of 12 countries, primarily in Africa and the Middle East, grappled on Thursday with the news that President Trump had barred them from traveling to the United States, reviving a travel ban from his first term that led to chaos and legal challenges.

When the president’s order takes effect on Monday, citizens of Afghanistan, Myanmar, Chad, the Republic of Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan and Yemen will not be allowed to enter the United States."

Harvard generally enrolls somewhere between 200-285 international undergrad freshmen per year, based on recent Common Data Sets.

As a practical matter, time will be short to get this turned around for incoming freshmen who don't already have a visa, especially with the current pause on scheduling new visa appointments. Thus one might speculate about whether Harvard will end up deferring them a year, and admit from their waitlist some domestic applicants. With most (>70%) of Harvard's international undergrads receiving full aid, it is unclear what a ripple effect might look like for other waitlists, as far as admitting from the waitlist domestic full pay students vs domestics needing financial aid.

I know an extremely talented young engineer from Yemen. Her perseverance despite the turmoil she grew up with shows a great deal of character. But sure let's just point and laugh.

The fact that this is just for Harvard shows what a pathetic loser child he is. If he was truly concerned with some alleged issue this would be done universally (not that I support that). But by targeting one school it proves that this is just childish grandstanding.

Meanwhile, he claims to be doing this to help the Jews who he claims to care so much about (I'm Jewish), yet crickets about the horrible events in Colorado. What a horrible hypocrite. If he wants to help the Jews perhaps he should spend more time being a kind human being and a good role model for his Jewish grandchildren (who he likely barely knows).

Exactly..imagine all these people not wanting to spend American taxpayer dollars on Yemeni engineers. What are they thinking.
