are there Maryland resident incentives/tuition adjustments for education to retrain?

I will be a fully RIF'd federal contractor by the end of the summer. Former GS-15 but no bites with federal funding collapse. I'm early 50s, female, so I need to retrain given I have a child with a disability and elder care responsibilities. I'd like to finish off a master's degree with 2 classes left in hopes I can be an "early career" person in a new field . . . so maybe I can have health insurance. Are there any incentives in Maryland? I'm sure there's been all kinds of news on what may or may not be available. Master's program is at an in-state Maryland university. TIA
