For street parking, DC doesn't allow Level 2 cords across the sidewalk. They recommend making sure your home insurance covers EV charging. Then, insurance asks whether the EV charging is "hardwired" to the house electrical system. Is hardwired Level 1 a product that is available? Everything online seems to be Level 2.

Chances are that they just don't want you using an extension cord from your car to an outlet on the side of your house or running inside through a door or window. A line encased in a metal conduit, terminating in a weatherproof outlet, is likely what they envision, with a short cable from the car to the outlet.
