Fed: freelance programmer job possible for fed employees?

Can federal employee be allowed to find job on upwork, etc? Project based, flexible time (night time and weekends).

I am by myself and have plenty of spare time (after work and weekends). I would like to make some extra money, but it is unlikely to take low pay jobs like Uber driver or supermarket cashier.

But for freelance programmer job, since it's remote, I guess they can hire people around the world, I can image that people from developing countries can bid for a project with much lower amount of money.
