FEMA - dismantled or empowered?

Trump and Kristi Noem want to dismantle FEMA entirely. A bipartisan group is preparing legislation to empower FEMA and spin it off from DHS into its own department. Congress recognizes that FEMA is a needed resource for the American people and is preparing to empower it rather than downsize or dismantle it entirely.

Red states are FEMA deniers spitting in the faces of those who help them. They don't even know who’s helping them when the floods come. They crap on blue states while we fund replacements for their double wides floating down the river.

Trump wants eliminate FEMA because he wants governors to come crawling to him for disaster relief. He just screwed Arkansas, of all places.

Doesn't really help to have FEMA but not NOAA where floods, hurricanes, tornados and wildfires are concerned.

The GOP thinks everyone should just pull themselves up by their bootstraps including the individual states. Good luck with that when there is a major disaster and no one to coordinate a national response.

Only Trump awnts to dismantle FEMA, that's the point. Red states don't, they want to keep FEMA and give it a bigger budget to provide more assistance. They know its value, as doe blue states.

empower is a word the GOP loves to use. They "empower" women to enjoy maternity outlawing abortion, "empower" older Americans to find the best care for them when they propose to privatize Medicare giving older people vouchers (Paul Ryan called it let's have the insurers fight for your business, sure because insurers are going to fight to insure a 80 diabetic with cancer and heart problems with a limited voucher from the government), and now they "empower" the states by cutting federal aid so when a significant disaster hits a poor state like Arkansas, the state will have to help with resources it does not have and people are screwed. but they will be empowered so hopefully they will be ok

Yesterday, he said it was not in Americans' best interest to dismantle FEMA (directly contradicting his boss Secretary Noem). Today, they marched him of the building.

I think it’s obviously dismantled. I don’t know what you meant to use instead of “empowered”, but it appears largely dismantled now.
