Timely recall issues

Has anyone had progress with getting the national transportation board involved in a non timely recall?
Two dealerships have told me they have the part and then I take it in and oops they lied and they don't have it and can't order it until May/July. I call the main corporate line and they arrange with a local dealership for me also confirming that the part is available but I go in drop my car off confirm that it's available and then I go to pick it up the next day the recall was not performed because they don't have the part.
So does anyone know what the actual definition for a timely recall is? And or who I can report that they haven't updated that the parts to do the recall are not available which my understanding is they're legally required to do
