Nowadays men approach less. Women also flirt less with average men. Men have less experience flirting in real life, which erodes confidence to initiate.

Knowing this, a smart woman provides indications of interest to men she wants to talk to. A glance or two, providing an easy excuse for the man to initiate indirectly, or a friendly smile etc...

Don't forget that women are the ultimate gatekeepers on initiation and progress.

For women it's simply nice looking guy that appears friendly or open to conversation. So assume it would be the same for men.

If a person looks all "busy" in their phone or has their head down, they are not likely to be approached.

If they smile and make eye contact and not acting introverted by playing with a phone in public, then they are approachable.

Today I went grocery shopping with DH, he was pulling a cart. I had airpods in my ears listening to the music and started dancing a little as I slowly walked through the ice cream aisle choosing ice cream. A man approached me and started chatting about ice cream, and DH saw that and ran towards us

So apparently a good way to attract men is to dance in the ice cream aisle.
