Is 2073 (Max) a cautionary tale or propaganda?

I love the idea of a main character who doesn't actually speak, save via narration. I thought the way the film was spliced with actual news and interview footage was an interesting concept. But even though I agree with a lot of the premise of the movie, I can't help but feel like I just watched some sort of liberal infomercial.
