Apple watches abroad

My child has an Apple watch, and we are hoping to use it for Apple Pay while we are traveling. It appears to not be eligible for an international service plan, so does that mean that even Apple pay will not work? I know it's a Luddite question, but I'm having trouble getting straight answers. Thanks.
