I don't know if it's legal, but it means there will be no more procurement. Like canceling credit cards and requiring a Secretary to authorize all contracts, the federal government is no longer able to work at all.

Every agency has extremely specific supplemental regulations as well. Pentagon has the DFARS, State has the DOSAR and so forth. I don’t think they have thought this through. |

Omg. This is going to suck. I’m at a unit under a cabinet agency and just dealing with the main agency is a nightmare! Can you imagine how poorly things will be with GSA micromanaging procurement.
They must be doing this so that the party in power can have major graft opportunities. The party in power can throw contracts at corporate donors without having to do pesky technical evaluations. |
