DC TAG application-- have to finish 2024 DC taxes first?

We are applying for DC TAG for the first time and I'm unclear on whether we need to file our 2024 DC taxes first. The checklist says we need to submit our 2024 return:

But this would mean most people would not submit the application until after April 15.

Anybody know?

Yes, you do need to submit your 2024 returns for DCTAG. We just do our taxes early to get the DC TAG application in.

If you file an extension for your 2024 taxes you can also provide that (but note that an extension for your taxes requires you to go ahead and pay the amount you expect to be due). And then the following year you need to provide the 2024 return as filed with the DCTAG application. We used to have to do this because of delays in teaching tax documents requiring us to file an extension.

I do my taxes in Feb/March in order to submit DC TAG and cross it off my list. I have never heard of DC TAG running out of money/rejecting anyone, so this is likely unneccessary.

Tho with Trump admin's dislike for DC, DC TAG could be running out of money & rejecting people for that reason
