Are all GA/ECNL decisions already known to the leagues?

Are all GA/ECNL decisions already known to the leagues and they just let them out little by little or are the still processing applications? I can see if one league needs to add a team later if they lose one, but do you think GA and ECNL already knows who they are going to accept and then have a "waiting list" for some teams if they need to fill in a late spot?

Yup, and your clubs already know what they're doing, and a lot of informed parents within those clubs know what the clubs are doing.
