Schedule F interplay with RIF

I’m seeing a lot of threads about RIFs but not anything about Schedule F (or Schedule Policy or whatever it’s called now.) In Trump I the Schefule F was relatively narrow and would capture SES and try policy makers, but the new definition is so broad it captures (in my agency) upward of 40% of workers. Are all those subject to immediate termination or would RIF rules apply?

my understanding, such as it is, is that Schedule F moves will be tied up in court for a while, hence the RIF is more likely to come first.

questions I have:
1) don't RIFs have to involve Congress, at least to appropriate the funds if the RIFs are very large scale?
2) do people placed in Schedule F need to be confirmed by the Senate, as is true presently?
