Hello! I've heard education advocates state that the proposed cuts for this legislative session will impact the local share of the Blueprint funding formula. Could anyone explain this further? From what I understand, 75% of per pupil funding has to go directly to the schools for FY26, and for FY the "targeted" per pupil base amount is $8789.

OP here. There's a bill pending in the General Assembly called the Excellence in Maryland Public Schools Act that would cut the target per pupil funding, starting in FY26; and freeze funding for Community Schools at the current levels.

The per pupil funding is stacked.

Amounts within PPF are calculated based on the foundation amount (ELL, compensatory, special education).

The FY25 target foundation amount is $8789.

The FY26 target foundation amount is $9226.

The legislation will reduce the FY26 amount to $9063 because collaborative time has been removed ($163/per pupil).
