Is Trump turning agencies into a spoils system?

Trump loves Andrew Jackson. AJ defined government efficiency as the speed at which he could turn his will into agency action. Efficiency had nothing to do with saving money. To create efficiency, AJ fired much of the existing agency leadership and replaced it with loyalists, a move called the spoils system because the new bureaucrats became subject to political and pecuniary corruption. Is this where Trump is headed with his actions toward the bureaucracy?

so a system that gives loyalists to the government more riches and fails to care about its people? sounds like my home country!

How is this even a question? This is how Trump has operated forever and always will.
