Boundary Study

Why would we do a boundary study for 75% of the HS and a Program Study for the entire county instead of just biting the bullet and doing a full county boundary study? Especially when there is soo much time.

They did one a couple of years ago. It cost several million. They did nothing with it. MCPS has unlimited funds since they can always raise taxes.

That was a boundary analysis not a boundary study. In the study at the end you actually change the boundaries which is what people have been advocating for and the analysis suggest needs to happen.

It only cost half a million dollars. It was a mess and a boondoggle but stick to facts.

Well, they aren't doing one boundary study for 75% of the HS. They're doing two boundary studies: one for 8 HS and their feeder MS, and the other for 11 HS and their feeder MS.

The county wide boundary study should have been done but BOE got scared of all the backlash. Now at least with the new high schools they don’t have a choice and have to make changes thankfully

The board just approved the hiring of the consultant firms to work on the study.

Next steps:

● Onboarding with FLO Analytics and Bloom Planning
● Creation of a Community Engagement Plan that widely is broadcast and accessible
● Culturally Responsive Community Engagement
● Provide monthly updates about the progress of the boundary study

I’m old enough to remember the last time MCPS hired consultants to do this and ended up with a bunch of Gen Z consultants breaking down in tears in the middle of these community engagement events because the Boomers were too mean. Hopefully MCPS can do better this time around.

Mcps has not done a full county boundary study In decades because every time they do parents start suing.

Somehow Howard County manages to do one every few years.

The analysis was a one-time thing to look at boundaries across the board and collect data. A boundary study is something that happens routinely every time a new school opens (or to occasionally address overcrowding) and which results in actual changes to the boundary lines.
