I hope Julie does a good job. She seems to have a good heart and a sharp mind.

Grace is little clumsy and scattered, but she can be incisive at times.

I doubt it. Grace and Julie are friends. Plus, Grace was voted as vice president despite being absent. Clearly everyone was in agreement with the decision.

No, Wolff and Silvestre now have seniority. But they have each served two terms as president recently, so I can see why they would want to choose new officers.

We vote for who becomes a member. Boards/councils/legislatures typically choose their own leadership.
