Where can I go with 2 kids ages 12 and 14 March 22-27 for spring break?

Any ideas of where to go during that time? I would love to go to national parks but fear Grand Canyon just too cold.

If you want a National Park in March, Dry Tortugas is great. You can do it as a day trip from Key West by sea plane or ferry. You can also go to St. John. Most of St. John is a national park.

Airfare for 3 people (it's just the three of you? Or is anyone else going?) will eat up a lot of that budget. For those dates, there are multiple non stop flights to Miami on American Airlines for $344 round trip. You could fly down, rent a car and get a hotel in or near Miami and visit the Everglades, Biscayne, Big Cypress...maybe even the keys.
If you do this, you should go to "Robert is Here" for key lime milk shakes!

For that budget, south florida is your best bet. Anything else is going to price you out at this point.

Fly to Phoenix and head to Sedona and Grand Canyon or fly to Vegas and head to Bryce.

Is Miami water warm that time of year?

We did Miami last yr with 12 and 14 yr olds and it was awesome. Same dates with airfare and 2 hotel rooms - with your budget. We stayed at the Tony Hotel. It's walking distance from beach great location. We did 2 separate rooms though in 2 separate buildings - our kids shared a room but be aware it's a completely different building than ours. Some would be uncomfortable with this arrangement but our kids are well travelled and have cells and the prices were great for this arrangement. The food around parts are $$ but for us, it was really nice few days of break. Water was warm enough for dips and they have a rooftop pool although cabanas are $$.

^PS this is S Beach and I did the last min aka like 7-10 days of something prior to our trip - I got the rooms I think for like $199/night and flights were something ridiculously low like $190 RT UA or something. It really was just lucky break so I'd look in March not Nov for what it's worth. Also, Miami was cracking down hard on implementing curfews and college spring break oversight which made our stay great but maybe that's why prices were so low. We really enjoyed the peace of mind but I would note traffic into S Beach is hard due to this.

The other destinations we've done incl Santa Fe, Chicago is cheap as summer is high season and NYC is also priced well, not high season. Out west I would consider Sedona.
