Handyman vs GC

We are doing some renovation that was going to be just superficial work (drywall, new fixtures, new doors, etc) but discovered w head water damage on structural elements.

We have a quote from our local handyman for like 1/3 what the small GC quoted for it. We would replace the structures with pull and replace but are we compromising safety by going with cheaper option? We weren’t planning on pulling permits but maybe that would be a way to adjust risk?

I'm going to guess no, he was just a referral from a neighbor.
