Why does sleepy hollow road keep getting ripped up and paved over and over again?

I've lost count but this road has easily been ripped up and repaved in the same exact areas at least 3-4 times this past year. Does anyone have any idea as to why this keeps happening?

I haven't been on Sleep Hollow in a few years, but my guess is some combo of these:

Thank you but the whole road has been ripped up in the same way many times its so strange. The sidewalks aren't touched now. Bizzare.
