Kennedy-Wheaton-Odessa Shannon afterschool shootout near Glenmont shopping center

I wanted to start a thread dedicated to this incident as things are starting to get interesting with MCPD and MCPS scrambling to cover their tracks a bit.

Here's the initial report on the incident, which involved an afterschool shootout in the Glenmont shopping center area. For those not familiar with this area, the Glenmont shopping center sits right between Kennedy and Wheaton High Schools on Randolph Rd so it's a common meeting point for kids from both schools.

Here's the original community letter from the three principals:

Today, we, the three principals of John F. Kennedy High School, Odessa Shannon Middle School and Wheaton High School, were made aware by the Montgomery County Police Department of a serious incident in the community yesterday afternoon, Tuesday, Sept. 3. The police were called to respond to the Glenmont Circle area of Silver Spring for a gun-involved incident that resulted in no student injuries. Police have reported that two students were arrested for their involvement

More details on the incident were provided by the police. Here's an excerpt from the press release from MCPD:

A 15-year-old male and 13-year-old male are being charged with multiple charges of first-degree assault following a shooting on Tuesday, September 3, 2024, in Wheaton-Glenmont.

At approximately 3:36 p.m., 4th District officers were dispatched to a shooting in progress in the 2300 block of Glenmont Circle.
Through the course of the investigation, detectives determined a confrontation amongst the 15-year-old and 13-year-old suspects and several juvenile victims occurred. During this confrontation, a handgun was displayed, the victims ran away and the suspects chased after them.

A short time later, a vehicle was in the area of the 2300 block of Glenmont Cir. when the 15-year-old suspect shot at the vehicle occupants. The two occupants of the vehicle were uninjured.

The suspects were identified, located, and taken into custody. Shell casings were recovered from the scene.

Both suspects are currently in the custody of the Department of Juvenile Services.

Interestingly, as Adam Pagnucco of Montgomery Perspective tried to dig deeper with MCPD and MCPS to get more details surrounding the incident, he was blocked by MCPD, citing the fact that it involves a juvenile and is still an open investigation. But Adam raised relevant questions that MCPS should be answering:

SOURCE: https://montgomeryperspective.com/2024/09/09/police-refuse-record-request-for-glenmont-juvenile-shooting/

Did the relevant students attend school that day?

Was the gun cited in the reports brought to school before the incidents? Note that the timing of the first incident occurred one hour after high school release and a half hour after middle school release.

If the answer to both of these questions is no, then MCPS had no significant involvement in the incidents. However, the fact that the three principals commented suggest that there was at least some relevance to the schools.

Finally, are the two arrested students back in school today or will they be at some point in the near future? This is a hard question for MCPS to answer as it impinges on student privacy, but I bet a lot of parents are thinking about this.

If the kids did in fact have guns on them while they were in school, which is pretty likely since the shootout happened after school, that is highly alarming and proves just how poor MCPS's current state of security is.

Are parents from these three schools aware of other details?

I'm sure I'll get roasted for this, but the letter could have been sent just because students were involved.

It is super concerning that a student had a gun and shot at another student after school at a shopping center.

But I see no indication this was a "shootout".

The first dispatch audio, dated at 3:37 PM on Tuesday, discusses a “possible shooting” in the area of 2312 Glenmont Circle. This street is directly behind the 4th District police station. The dispatcher said, “Callers are reporting two people shooting each other with firearms.” The two callers disagreed on the details.

Sounds like a "shootout" to me.

Yeah, I honestly do think that's why the community letter was sent out. But I do think the questions raised about whether they had the guns on them while they were in school is relevant and would enhance the role in which MCPS should be playing in this case.

From Merriam-Webster:

https://www.merriam-webster.com/dictionary/shoot-out

1: a battle fought with handguns or rifles

Now can you stop trying to wrestle over semantics and talk about the substance of the case?

I do think it's notable that he's digging into the safety and security topic now even though he's ignored or glossed over it in the past. Guess it's hard to ignore when it's happening in your backyard.

Sooooo...a message and report were produced following an incident that was "after school" hours. So, where is the message from Friday's fight outside or around WJ HS, also "after school" hours?

Correct. This is why I was arguing in the other thread with posters who said MCPS didn't have to confirm or respond to the BCC/WJ incident.

If a public safety incident involves students, the school usually still puts out a community letter regardless of if the incident happened on the school campus or not.

The incident involved students, occurred on a school-day shortly after dismissal, near the schools. If the principals did not address the incident and instead waited for the rumor mill to reach parents, there would be an uproar.

But that's precisely what MCPS is doing with the BCC/WJ fight that happened after the football game and thus far, has only been documented and confirmed by an independent local news social media account.
