Can restaurants not serve tap water in VA!

We went to a fairly upscale sit down restaurant and were told that they don’t serve tap water anymore. Each bottle of $1.50 water was served without a cup or ice, you just drink out of the bottle. We spent about $35.00 each on food

The amount of wasted plastic bottles on the tables was shocking. Is it legal not to offer tap water in Fairfax county?

This is why I ask for a bottle of mineral or "sparkling" water. Almost every restuarant I go to has Aqua Panna, Gerolsteiner, Perrier, Fiji or Evian available.

Something got lost in translation here, somewhere. There is no way any restaurant is just throwing plastic bottles down on the table that is described as "upscale."
