The original post is some blogspot post, which appears serious/legit and probably isn't as bad as it says -- although I am surprised they're recommending staying at hotels along Route 1 south of Alexandria.
Also surprised they tell you to avoid the Yellow Line, at least in Virginia it is quite safe.
