Where to find good fitting jean shorts?

DD 17 has trouble finding jean shorts that fit. She has a smaller waist and bigger thighs, so shorts that fit her waist are always too small in the legs. (Example of this is the Levi 501 shorts; she loved the style and cut but they nearly cut off circulation in her legs). She is on the shorter side and prefers mid to low rise.

Please help!

Abercrombie has Curve Love sizes for many of their styles which means more room in butt and thigh. Most but not all are high rise though.

I love old navy/gap for jean shorts as they have many different fits (3 kids with very different bodies)

Levi has a "curvy" line for long jeans. I don't know about shorts, but she could do cutoffs if they don't have shorts.

Pac sun has a few styles that are meant to be wider in the leg holes as the whole look. I think one style is called the festival style, but I’m sure they have others.
