What is the difference between these 4 on the girls side?

ECNL
ECNL Regional League
Pre-ECNL
NCSL

Are they ranked in that order? Why Pre-ECNL over NCSL? Is that a step up? Or a lateral move?

by pre-ecnl do you mean EDP? If so, it slots above NCSL (assuming a top division) and near RL (EDP1/USYS is on par or better than RL, drop to EDP3 and RL is better). NCSL teams range from good, especially at younger ages before teams leave for better leagues all the way down to worse than good rec teams

Pre-encl is u12 and u11, the years prior to moving into an encl or ENCL-RL team

ECNL is the ultimate marketing piece for girls youth soccer. That's why clubs affiliated with ECNL will include ECNL in the names of as many teams as they can.

In reality, a club will have at most two teams affiliated with ECNL. The rest of the teams play in some other league (usually EDP or NCSL) even if they have ECNL in the name.

NCSL is a local league. It's well run and there are some good teams in the top divisions, but they slot in below ECNL, ECNL-RL, and top division EDP.

ECNL begins at U13. The clubs that have ECNL teams call their top U11/12 teams pre-ECNL because once they hit U13 that will become their ECNL team. So at U11 and U12 pre-ECNL are the top teams.

At U13, there will be open tryouts. Lots of girls on 'pre' ecnl teams will get cut by their club most who want ECNL will try out widely. The amount of player movement for U13 really throws a lot of people who either assumed their kid had a spot or that their teammates would stay for a loop.

Pre-ecnl is a league for U11 and U12. Some clubs may title their teams pre-ecnl and keep them in ncsl. My uneducated guess is pre-ecnl league is going to be higher than ncsl. I don't know where EDP fits in but I'm going to assume also higher than ncsl.

Bethesda also calls their 3rd team at U11 and U12 pre-ecnl

Clubs have the draft schedules and was told the parents should see something next week.

Ask your team manager. If don't know, then ask your coach. If don't know, then ask your DOC. We were shared next year's ECNL schedule the week before girls went to Seattle. No times or location but were shown home or away dates and which showcases our ECNL teams are attending.
