Streetscape Work: Penn and Maryland Aves, W6 Generally

While I seldom travel to the eastern market and hill east neighborhoods, I was formerly a resident of both. When I do visit/travel through, I am impressed by the seemingly large amounts of money being spent on the roads, sidewalks, etc.

While I understand not all residents in these neighborhoods enjoy the changes, my question is how were these changes funded. Did DDOT ask for funding, did the DC Council/Allen compel it, was it spurred by federal grants or Clean Water Act, etc.

Can anyone shed light on my questions re funding?
