The Othe Side Magazine

This morning I found a magazine called The Other Side on my porch -- here is its website: http://www.theothersidemagazine.com/v2/. It appears, at first glance, to be a new magazine dedicated to a non-conventional approach to local affairs. It has ads and a story about recently deceased local musician Little Benny, and looks very much like a legit publication. But every other story is either an attack on Vince Gray or a defense of Adrian Fenty. Nowhere could I find information about who published it. I am wondering if it is a violation of BOEE regs to put out an unidentified campaign document. Does anyone have any information or insights?
